I think I solved it, got the rules, but I can't find any "pass". Am I missing something?

I think a better way to recruit for puzzle making is to find puzzle makers rather than solvers. While they may be a correlation between the two groups, it's not necessarily true that experienced puzzle creators are puzzle solvers and vice versa. Just a thought.

Solved to the end, but I am more a puzzle solver than a creator. Maybe in the future. Good luck with the group, though!

I like the idea. #1 an #2 were quite easy, now I'm stuck on the second part of #3. Well, tomorrow I'll try again to get on the road of solving this.

1&2 are easy, no idea what 3 is though. I give up. :)
