Steam. No region restriction. People have activated it in USA successfully.

It won't accept my paypal though. Paypal says "US residents can't ship to UK", even though it's digital. Maybe others will have more luck.

same here i got my dishonored free from gamersgate so i dont have room to complain but i had no idea that game had DLC
