No, just don't mark it at all. 'Not received' is unfair to the giveaway creator, even if it is only temporary. If it has been less than a week then you can't mark as 'not received' anyway though. It is best left in awaiting feedback status and the giveaway creator informed that they should request a re-roll for a new winner.

because i can't contact to the creator, i think he a bot or something, even i create a ticket .... so i just don't know what to do

anyway, you should contact the GA maker and tell them to ask for a re-roll. support will approve in a few hours ;)

either by simply posting in the giveaway and he/she will get a notification (same as you get a notification when someone posts in this thread) - or via Steam

I normally leave a comment on the GA, that normally does the job. Though, you can also add them on Steam to explain it to them.
