Well, if you sent the email, you have proof that you sent it. If they say you didn't, just send it again. Sometimes (especially for gmail), the emails turn up in the spam folder.
You can also contact them directly on steam and IM the key to them.
I've emailed probably around 50 keys, and have only had a problem with one. After I contacted him on steam, everything was solved.

If you're worried, contact him up in Steam chat, and hand over the key personally.
That way you can even take a screen capture to prove he received it :)

Then you're in a bit of a pickle. You'll have to find another copy of the game to give, unless you really don't care about getting a "not received" and/or suspended. That's why I never give away keys that I'm not sure are valid or not.

Ok, but... what if the creator give another "copy" and the winner says its invalid too? Im still feel unsafe. I think i will have to talk with the admins or stuff.
I win a gift here, the creator send me an e-mail and i mark the feedback on received. That easy but be the creator its hard.
Really, I appreciate more all the creators and this web after start this giveaway.

If you don't know where the key came from, or can't be sure it's genuine, I wouldn't risk making a giveaway for it, otherwise you risk have to re-buy the game...
If it's come from a reputable source, it should be valid. If not, you are well withing your rights to go back to the vendor and ask for a new one :)

If it's the Snapshot one and you got it from HiB, don't worry it's a legit key :)

You can take a screen shot of the chat as proof that you gave it to them (and that they said nothing was wrong with it). When I give away a key, I always email winners to let them know they've won, but I won't give the key in email. I only give the key in Steam chat and ask the winner to activate it while we're chatting so that I know there's no problem. That way I can fix any problems while also making sure they activate it on their account. If they're not willing to do that, you know something fishy is going on. You shouldn't get in trouble if they lie or cheat, especially if you have a screenshot of your chat showing that they received it.

Best would be trying to add the winner and if you cannot do that then sending the key. If the winner does not activate the game - asking him politely why (there is slight possibility key might not be valid). If winner does activate the game (you see it in his steam library) and leave feedback as "not received" then you contact the support with proof of him getting the game from you(screencaps of mail/chat window and his games list).
