The best thing to do is to request a reroll if your winner smells fishy. If they have already received their punishment your request will be denied, otherwise Support will reroll and the (first) winner will automatically get punished in the process.
The big advantage is that reroll requests get processes very fast while User reports tend to take a while (or never) and there's no need to make 2 tickets about the same issue.

reroll ticket would be way faster :) adn you can delete current user report to not burden support.

If a giveaway winner has multiple wins from a month ago, should it be reported and rerolled? And is there a way to see if the user has already been suspended or punished from that case?
