Sonic Racing Transformed is a ton of fun! It's my favorite racer for PC since it draws inspiration on Mario Kart but it has its level of customization (each kart can be customized to boost a stat in detriment of another), I know it's not what you described but I would recommend you to try it sometime, it's a really fun experience altogether.

Test Drive Unlimited 2... if the servers are still up, no customization at all tough. or the newer one... The Crew, but i didnt liked the driving model :c
but by reading i think you guys just want Gran turismo or Forza, and gotta look at the consoles for those =P, if you want full sim racers like Asseto Corsa or Project CARS, they blow GT or Forza out of the water with their driving physics but no big car selection as most of them rely on mods, rFactor has a HUGE comunity and mods, but its a 2004 game =P

It sounds like what you want is something like Forza (or Gran Turismo, but I've never played that) but they're console exclusives. Have you looked at Assetto Corsa? That game screams Forza clone to me, but I haven't given it a go so I don't know if it has all the customization options you're after. You should look into it :)

I can help you with multiplayer, but Trackmania only has one car per environment. You can get lots and lots of custom skins and models, or make your own skin for the default car, but there's no customization at all really.
Now if you want a game to run muscle cars against F1 cars, try Burnout Paradise.
On a sidenote, you can technically use GTA V for this, as it has all the customization you'd like.

What about one of the old NFS Underground games? That had lots of customization and car selection, but I don't know if they also included F1 cars as well

So, as of recently, me and my friend have been looking for a good racer. We want a multiplayer racer with good customization, and a broad car selection. We have tried grid autosport, and we found it as a very solid racer, only a couple of problem: terrible customization and not a very broad selection. For things such as gears/turning, it's either turn into a wall, or drift into one. As for the broad car selection, there were many cars, just not that different cars able to be used at the same time. It was either choose the car that was worse in every stat to save $10,000, or choose the only other car you could use at the same time that was superior in every way for $10,000 more. So after you are whittled down to those choices, everyone is obviously going to be the same car. When I think customization, I want broader stats and skins, not just one solid color, and a company advertisement. What I really want a game to do is allow muscle cars to go against f1 cars, not a f1 car against a f1 car. So anyway, thanks for listening to me ramble on for a bit, and I would really appreciate if you would recommend me a car game. Thanks!
