As far as I know Steamgifts support can change the region on Steamgifts.

I had entered a region restricted giveaway, for my region.
BUT I am not living in the country of my region (e.g., I have a Russian account, and am living in Brazil, for example).
If I do win the giveaway, I will not be able to activate the game on my account; because I would need a valid IP address from my region to activate it
(need a Russian IP address to activate the game on my Russian account. A Brazilian IP address won't work).
This is true for restricted gifts and keys -- you need to be living in your region to activate them.
So what do I do now? Do I leave the giveaway?
