Games that have ever been bundled will add 15% of their value to your CV instead of the full amount. Games that are discounted at lest 95% off in any currency compared to the US price will also be considered bundled. Russian prices are almost always cheaper and you have to convert the discounted price from Russian to US dollars and then see if is over 95% off the US price. Most games that have 85% off or more in US prices will end up getting bundled because of the Russian price.

Also, just because you check the bundled list that was given in the first post here and the game is not listed does not mean that you will get full value. There is only 1 person that updates that list so it doesn't always get updated right away. If the game was bundled recently or discounted by at least 95%, you may get the full value right when you give the game away, but the game will be retroactively bundled meaning that if you gave the game away after the date the bundle or sale started, you will get bundled value once the site is updated.

Also, you can use sgtools to check your current real value that you have sent or won on steamgifts. You can also look up anyone else. It will show you your real CV and how much more you need to give to reach the next level.

CV gets added to your account after the winner marks the giveaway as received.
