Many giveaway SteamGifts DLC's with still no entries

I assume it is because the base games are all "Steam is learning about this game", so SG can't detect when people own the base game. It's a similar problem to how people can enter giveaways for such titles that they aready own. I'm not sure how that one might be 'fixed'.

Games that are marked as "Steam is learning about this game" can not be detected as owned through the Steam API. Which is why some DLC can not be entered (there are sometimes other reasons). The only way to fix some of these would be for cg (Admin) to change it so that anyone could enter (even without the base game). But then you would have also have dickheads without base game entering. Searching a users game list for ownership rather than using the API could help but would probably use more resources than cg would like. Otherwise you just have to wait until Steam learns that most games on the store are shit.

I think it will take a long while for it to be activated. It's not about steam "learning about the game", but the profile is restricted. I think it's a way for steam to block "spam games" that exist solely for the acquisition of steam cards and achievements. You have better luck to distribute those games elsewhere. Maybe Indiegala or sth. like that.
