Let me see if I got this right:

1. You made a non-region restricted giveaway for saints row iv.
2. After the giveaway ended,you gave the winner a humble bundle key. The winner reported that the key does not work because it is region restricted.
3. You asked support to reroll the giveaway winner / you deleted that giveaway and want to make a new one,and want to know if you can use the region-locked steam key provided in the humble bundle gift link,to give to a new winner.

If I correctly understood the situation,you should be good to use that key - just make sure that you correctly region-restrict your giveaway when making it,or if an appropriate region lock is not avilale on sg,try putting a warning in the giveaway description/giving it away in a group of people from that region. The only thing you should be aware of is that your key might now be duplicated - if,for example, your first winner happened to be an asshole and gave it to a friend of his living in another region,for example,without telling you. Unlikely,but still possible.

Just ask the winner to send you the key they have tried. If they are honest and haven't given it to anybody, there shouldn't be any issue.
