I actually have the opposite problem. About 90% of the people who win my giveaways won't log onto Steam at all for days and days until they're almost out of time to redeem the prize. (This, despite my always stating in the description that games will be given through Steam chat.) I find it annoying because I have to spend all that time staring at a green bar without having won anything myself.

A fun way to gift and avoid this is to create 1 hour Private GAs and drop the link in a chat you like.
You reward active chatters, and the person is almost guaranteed to be online at the end of the GA :)

+1, not 90% but mostly with public ga. I know how that feel to see the green bar not for us :P

What is up with this system? Winners log into Steam but don't contact me for their gifts?
Srsly, this is an effed up system.
I mean I have gifted almost 150 games on GOG and decided to join this group a few days but my first two winners refuse to contact me. WTF?
