You level up by creating giveaways, simply put. If the giveaway your creating has a little (*) next to it's name, it will only count for 15% of it's value. This is because the game has been in a bundle before. It it has two (**) next to it's name it will have no value at all, as these were given away previously. If it has no stars you get the full value.

i remember being really confused about the levels when i started, i read the FAQ like 10 times, still not understanding why i was only level 2 when in my head i should have been like level 4 xD

But gibs with value are what level you up, so either games with one star or no stars at all - which indicate reduced or full value.

I've got a problem.
I already read the Information-text in the FAQ (https://www.steamgifts.com/about/faq) but still cant understand how this level system works.
How can i level up? just by doing giveaways?
