I'm asking this question because I got my steam account blocked for an hour(I hat to verify my ownership with steam support) just for messaging in english to another steam user about him/her winning my giveaway and asking them to activate the game and mark as recieved.

That's the first time I'm hearing about such a thing. Are you sure this is the reason your account has been blocked ?
For contacting a winner, you can also post something in an old GA of him (if this user made GAs), or send him a direct email.

Yeah I'm sure about that because they said my account was blocked because of some fraudulent messages, and my only message written today was about the giveaway. And I have active the steam guard, so without my phone I don't think someone really have stolen my account.

No there was a red alert near the message icon and when going to my profile too, there was a red message saying that my profile was made temporarily private due the block. Clicking on the alert, it said that my account had a commynity block or something like that and a link that redirected me to a support ticket to verify my ownership.

I believe you probably said something about telling them they won your GA on Steamgifts and Valve locked you for using key words scammers use to try to get people to click on bad links.
