They used to be pay what you want, then people abused it. Besides, you can pay less then $1 in most bundles, you just won't get any keys.

A lot of bundles still are pay what you want, you just won't get Steam keys if you pay less than $1.

Anyone who pays a penny for 5-10 quality games is a leech, there's no way around that. It's like if someone gave a penny to an orphanage just to enter into a raffle, it's absurd.
