But you wont be able to get a Loan for studying ... thats for sure.
The kind of loans they offer here cover like 25% of even the most basic sort of programs the colleges have to offer ...
As for scolarship ... you can get up to like ~80$ which is not even enough to pay your rent ...
IF you have money , its cheap ... education level is nice ... your diplomas will work worldwide ...
But if you look for a scolarship , or a place where they offer loans with reasonable details on them... Wrong country.

You didn't say where you live.. In the USA we have tons of schools that have digital animation courses public and private but I doubt you'd get loans. Canada allows student visas if you have a good GPA but same thing about loans..seriously doubt it. Online courses would be your best bet if you need guidance and just build a portfolio to use for job interviews instead of a degree that would put you in debt. Depending on where you live and potential you might be able to land a scholarship that pays for part or all of your education.

Pfft..should've crossed the border before it stopped being cool. California was pretty lenient with public schools for a while but they cracked down because we're magically broke. Maybe somebody in Mexico or Brazil might be able to give you some advice.

Find out what mainstream job better suits you to make money. Learn job interview mechanics, meaning do dozens of them.
Finally find job. Get better at it while also pursing your dreams on weekends: learn english, animation basics and standard tools. Buy advanced books and master them.
Save money.
Move to a city that offers an animation degree. Find a job in the afternoons and weekends. Enroll for next year. DO NOT get fired.
After university, find job in animation for a low paid junior position.

In Uruguay, there is public free University.
There are also private payed ones for which you can ask for a scholarship.

Right now I'm studying computer engineering but I'm not happy with it
I've always wanted to study digital animation but they don't offer that in my country's public universities, just in privates
so I have to get a loan or something to study that here
so I though, if I'm going to do that I might as well doing in another country instead of staying here
so how does that work in other countries?
do they offer loans for international students?
can I get a scholarship or something?
I'm just asking here because I love the community and there's people from around the world
