This sounds awesome, but does it really work that way? I thought Steam auto-detect which country you are in (scan IP or whatever) and you only can purchase games with the price of the location you're currently in.

No. This was done by Valve to give customers flexibility when they travel.
You can go to https://store.steampowered.com/account/ and update your store country though.

"If you have moved to a new country, or are living abroad for an extended period of time, you can update your Steam country setting."
You're not allowed to change it if you just temporary travel and it may lead bans if you do so, and use it to get games cheaper.
