As i know, HIB3 now is not for sale. Anyway HIB3 giveaways have too many entries - people need it :)
If anybody have HiB3 and want to gift it - why cant he do it? After all, this site is intended for this.

I mean anybody can buy Deus Ex HR in retail, and send activation cd-key to winner. It is not "some retail keys". Most games wich sold in Steam can be purchased at retail.

Just give your 3 copies away, deliver them as to prove they are legitimate, and contact a mod/admin to get your restriction lifted - considering, of course, you are not giving 100s of shotguns or HIBs.

As for why we don't want 10/100/many copies of games being given away, it's because 99% of the people dumping games like that either got the games via an exploit or bought them for pennies at a pay-what-you-want sale. The former is dubiously legal, and we don't want that kind of stigma around the site. The latter is ripping off devs, and we don't want that kind of people around the site.

that, or they refused to pay ultra-low amounts for the HIB, as that would be a kick in the balls for the HIB devs, and decided the bundle isn't worth paying a decent amount of money either.

I didn't say they don't want it, I said it isn't worth the trouble/money for them. On steamgifts they can get it for free, so there is almost no inhibition threshold

On an unrelated note, buying HIBs at 1ct apiece is a dick move, stealing from charity, yada yada

Edit: My point is, the 3 copies limit was created specifically for the reason to prevent dicks like you from buying HIBs for 1ct apiece and dump them here to amass points; as the HIB developers LOSE MONEY for any transactions lower than $1 or so.
Implementing the limit was a noble move from CG to reach out to the HIB devs.

You are suggesting that it would not matter where they come from, as long as he is giving it away. Here's a scenario for you: "Hey I just stole all these... let's say potatoes from child's play foundation, here, you can have some."
