Same question here. I`m thinking about making a giveaway, but, since russian prices are significantly lower, i wonder if everyone will be able to activate the game i buy through Steam.

I'm pretty sure any game you gift will be able to be activated anywhere, if it's done through the steam store and gifting feature. The only things you gotta watch out for are games that say right on the store page that they are in a certain language only, or don't include a certain language.

Also need to watch out for censored versions of games. For example, it would be very unfair of me to gift Left 4 Dead 2 to someone, being that I'm from Australia, and the game is heavily censored here. Once the Aussie version of the game is in your account, you can not replace with the uncensored version. Germany also has their own censored version of some games I believe. It would be very handy if Steamgifts could make people aware of this somehow, maybe by requiring gifters to state which region the game is from, or something along those lines.

Gifts purchased on steam are not restricted unless the gifted game is not available in the country where the gifted lives.

Retail copies may have region restrictions. Especially those in Russia.

Do you have proof that steam goes like "Nope this gift is not redeemable because you live in X place"?

That does not happen. The gifter must be able to buy it, it can be redeemed by anyone.
Only Keys might refuse to work.

I can confirm that games unavailable in Australia do work for me when gifted from the US. I have a few of them (MLB 2K10 for example), even an uncensored version of Left 4 Dead 2 can be gifted, despite a censored version being available here.

However I have seen on some of those dodgy "cd key" sites, Russian copies of games being sold as a "VPN" version. I assume this means you need to use a Russian ip address to either activate or play it? I'm not sure - I avoid those cd key places.
