Just as an aside, for a lot of old games, it's also not clear who owns the rights. There's a great article on the quagmire of rights for No One Lives Forever that's a great primer for someone who wants to learn how messy it can get.

NOLF isn't even that bad - everyone knows which parties are involved (it's stuck between Activision, Warner Brothers, and 20th Century Fox) note: who knows what just happened with Fox's acquisition by Disney
There are games, particularly from the '80s, where no one knows who owns the rights - oral contracts between creators, lost contracts, companies closed or were shut down without adequate recording of where the rights went, companies were acquired without including IP, or without adequate paperwork.
At the time, generally, older games weren't considered to have any real value, so these things weren't tracked or recorded properly.

Company of heros and Dawn of war comes to mind. Less base bulding and more micro managing units

StarCraft 2 base game (base campaign excluding DLCs and some multiplayer heroes) is free to play on Battle.net
On Steam
Grey Goo : Actually quite fun, the goo faction is a very unique experience to play as
Impossible Creatures : Old game, but still very fun, what makes it unique is the fact that you splice creatures together and choose what parts from creatures they will have, this determines their stats, abilities, cost and pop usage.

Loved that game - I remember being so happy I had 64 MB RAM to build & play on the largest maps. Those were the glory days of RTS.

Cossacks: Back to War
(Cant recommend Cossacks 2 and 3 - since i never played them)
But the first one ist just epic. Like Age of Empires on a bigger scale.

Homeworld. Bold, italic, underlined, exclamation mark, font size 200, neon background, large arrows pointing to it. It was the game where Relic showed theyx can make a damn good RTS before they turned into The Copy&Paste RTS Company, WarHammer Edition©.
I similarly discourage playing Company of Heroes and getting the two games they blatantly stole from instead: the early Commandos games (CoH is 60%-ish a Commandos 2 and 3 clone) and Ground Control 2 + World in Conflict (they stole the UI, game mechanics, and unit spawn mechanics from them, plus a bunch of level ideas).
Meridian: New World needs more people buying it.
Total Annihilation is the precursor of the Supreme Commander games, but it has great mods. I suggest playing it, then the Escalation mod.
Ground Control is something I cannot praise enough. The sequel was not as good. World in Conflict was its spiritual successor, but it has some controlling quirks and the campaign can suffer from infinite unitspamitis.
The Cossacks series is surprisingly good.
There are dozens of others from the 2001-2006 era, but these are which generally stood the time (beyond a good number of other titles mentioned already here).

I have two questions:
Is Homeworld Remastered Collection a good replacement for the original?
How is CoH is a Commandos clone? Only similarities I can remember are that both of them have same world setting same color palette and that both use isometric camera.

I don't think it was mentioned before: Warzone 2100
Warzone 2100 was originally developed as a commercial game by Pumpkin Studios and published in 1999, and was released as open source by them in 2004, for the community to continue working on it.
