Region locking is not taken into account :P
Just check the bundle list and you'll be fine*
If a game is <95% USA price it could get bundled
(for example: USA base price 10$ and russian discounted price 0,20$)

Steamgifts takes prices in US store as reference. It will be used the base price (undiscounted) in US store for the amount of CV you earn. A game will be considered bundled if, in any of the local stores, it reaches a price that represents 5% or less than its base price in US store.

Im planning to create a giveaway of some of the cheaper games on steam.
Since i live in Indonesia prices are different from US prices.
So if i wait till the sale ends. Does steam gifts recognize my gift as
1.) The undiscounted current value AND 2.) US prices
Say i buy a game on sale at $2 in my currency and $4 in Us prices
And i wait till the sale ends causing it to rise to $4 and us price to $6
Will Steam Gifts recognize my giveaway as $2/$4/$6?
This is assuming the game is in no bundle
I appreciate any replies.
