You can add them back on until the giveaway is complete if you need to communicate with them after the giveaways end and remove them once the giveaway has been fully resolved.

My guess is that it is because ESGST is not an official SG tool, so it doesn't necessarily align to SG guidelines. You as an user can decide not to send the key if the person is not on your whitelist before and have it mark as not received, I guess.

As fernandopa said, it's an unofficial tool.
I guess the reason for the feature is that you likely trust your WL members enough to automatically send the key, while you may want to manually check the randoms.

Also whitelist is just a "group", same rules apply. You can't make a giveaway, get 10 entrants, then kick/remove 9 so your friend wins the GA, while you also get CV for the 10 entrants.

Remember some people also have autojoin scripts and that doesn't mean they are allowed.
I once asked reroll for removed member of whitelist and it was refused. With WL it is different than with groups and only matter they were once eligible to enter.
