There's nothing in the licence agreement or in TOS about having to be a citizen/resident of Poland.
Most funky thing it says is perhaps that you have to be 18 yo to have account there or 13 yo with permission from guardians.

Well, not every major corporation screws up so many of their releases... Long story short: If the game has DLCs, you're screwed (Mafia 2, Fallout 3, New Vegas), polish versions not compatibile with international patches (Divinity 2), stating they are translating patch but after few months they gave information they won't do it (Divinity 2 too).
Hell, they messed up ALL cd-keys for Operation Flashpoint: Resistance. The idiot who decided to release it at Friday should be shot on sight, I had to wait for their support until Monday like many others because their support didn't answer the calls at 4 PM at Friday. I remember some fuck up with GTA IV too but I wasn't very interested in this game so I don't remember what exactly it was. And those are just titles I was personally interested in.
I don't like localisations at all, so I want to play games in pure English. And usually in Cenega titles you can't - but it's just my preference so I don't count it to "Why Cenega sucks" ;).
Actually, since you can't buy Skyrim directly via Steam in Poland but you have to buy it from Cenega, I bought my copy in UK and payed more just to not support this shitty company in any way. But I'm not avoiding any problems this way thanks to regionalisation...

OK, sorry to hear that! My main point was that it is a major distributor, not some shady ragtag shop in a dark alley. Regardless of possible flops it might have done.
I'm personally not a fan of localisations either. My dad begs to disagree though.

So, I'd say they are region free.
And about that "You forgot to mention that Cenega sucks :)." a bit lower. Well, they redeemed themselves a bit with Alan Wake costing only ~10€ at retail :).
