No. You usually make level 0+ giveaways.
To obtain level 1 , people should contribute with a $ 0.01 game.
But there are toooons of leechers at level 0 - winning many games and don't give away anything.
Level 2 is easy to obtain too.
It is one or two good $1 tier of Humble Bundle to get level 2.
Level 3? A little bit harder, but still many leechers and bots.
Level 4 - oh here you are! Finally it is harder to make this level (me and few pals are confirming that) and finally there are visible more active and really-contributing players.
And with all my butthurt ( :) ), I don't even mentioned groups of 5-10 friends, who make only group giveaways for each other with f.ex. GTA 5 / Witcher 3 / etc. just to jump into level 6+
Yes, I care about contributing.
It seems fair for me to give better odds to people, who actually do the same.
They don't only want. They give, they share.
Some of them still can be bots, sure.
But I will go higher and higher everyday :)

geeral rule is: 5 first copies you give on SG (not at once, in whole history of your SG account) will give you 100% of base value as CV (and accordingly 15% if game is on bundle list).
This base amount then gets lowered by 10% for each another copy you give away. So 6th copy will give you 90%, 7th 81%, 8th 72.9% and so on and on.
For example in SGv1 I made a featured GA of 52 copies of not bundled DLC consing 10$. It gave me 520$ CV. In SGv2 same GA is worth only 139.36$ CV.

Generally atm I'm only in one group with mandatory GAs, all my other groups are free-giving or purely social ones. Most of my bundle games goes to Bundlelicious which is regularly opening it's doors for all users who want to join as long as they don't behave badly ;)

Hope you'll have a happy birthday and will be able to crack the 10. Though remember that your >5 copy GAs are not as effective as multiple GAs for different games...
I think my current record is, like, 12 GAs for a train or something... Maybe next birthday :P
