Waaaait a second. I'm pretty sure that Galactic Adventures really is a standalone. I was majorly into Spore back in the day, and I'm pokerfaced legit super-cereal that you can just install GA without a previous Spore install. If anything, I remember there being a disconnect between my normal Spore universe and my Galactic Adventures universe when I had them both installed.
This... might not be the case with Steam, I'm not sure how they handle the installers.
It might be worth googling and double checking the steam Spore:GA discussion forums just to be sure!

My point was that there might have been a way around it, if you already bought yourself a steam key.
They also add censors to visual novels that have nakedness in, after all. I also remember my copy of Deus Ex Human Revolution becoming obsolete, and preventing me from buying a DLC as a result. Just figured it would be worth checking, is all. \:3/
