Help? I can't understand what this guy is going on about!

So, I run a raffle group and I was holding a raffle today. However, this dude friend requests me and we have this long conversation about how the raffles work. And then, all of a sudden, in the middle of him entering, he cancels the trade and starts going on about who knows what. Can someone help me explain what's going on? I also censored the guy so I wasn't "naming and shaming."
