Not true. You can request a reroll immediately if the winner has rule infractions, already owns the game, doesn't want the game, or owns majority of the bundle you are giving if you are giving a bundle.

It's also false that reroll requests are ignored even under the circumstance listed; Staff will respond to inform you of their inability to process the request under the current circumstances and detail how you should progress. As such, you should always get a response on any reroll request, as soon as staff can make time for it.
Of course, as helevorn noted below, less simple reroll criteria will likely see additional delays. Further, if staff is backlogged or a staff member has only a little time to spare, it's not unlikely that they'll consider prioritizing requests which are quicker to process.

Indeed. If your given reason is not valid, they'll just state why it's not valid and then reject the request, instead of ignoring it. Rerolls are the most urgent category in the support system, so I doubt anyone's request is purposefully ignored unless it's much more complicated than it should be.
This post says it as if you need to provide an excuse for a reroll, while the valid reasons are already listed on the reroll request page and most of them are not even up to debate. Either it is valid, or it is not.

If the winner was already punished for his not activated wins, support will not punish him twice. It's a little bit confusing because you can not see if a winner was already dealt a punishment for not activated wins. So better be safe than sorry and always report a user with unactivated wins. If support says the user was already dealt with in the past, just move on.

The only times you may freely delete a giveaway is with the winner's permission, or if you would already qualify to reroll that giveaway. Staff may, at their discretion, also allow a deletion under certain circumstances, such as when mass revocations occur.
You may reroll if the user is suspended, if the winner has been suspended for non-activation/multi-wins within the past month, if the winner entered the giveaway through illegitimate means, if the winner cannot be contacted for 7 days from the point where you first sent the game (or friend request) to that specific winner, or if the winner owns content within a multi-item giveaway that exceeds what you are willing to allow.
There may also be a few off-the-beaten-path circumstances that aren't coming to mind at the moment.
The point here is, there are a very narrow set of circumstances under which you may reroll or delete giveaways. Support will never permit rerolls or deletions if they do not meet the established reasons for doing such, regardless of what you do or do not include in your giveaway descriptions.
If you want to exclude users from your giveaway based on your own judgment, it has to be done before their entry is put into that giveaway. SGTools.info entry filters or specialized groups are your best resources for supporting such exclusions. [SGT is the only reliable option of the two, but a well-moderated group will at least put the people unwilling to abide by reasonable requests into a very small minority.]

yes - this is it. the reroll that one can ask after 7 days usually gets answered perfectly (and granted) after a few minutes, providing a screenshot and the proof you have contacted the winner who has never saw the key/activated the game..
of course this case is different, as you perfectly said, so it's normal to have to wait! it is indeed true that you can ask for rerolls even before 7 days for special reasons (winner already having the game, winner rejecting game etc.), but they should be inspected by staff members

Noone answers my unsuspend request ticket. It just stays open for months. Noone cares.
I won 2 games. I activated them. After some time, they got removed from steam store so I deleted them from my library. After a time, moderators thought I did not activate those games at all. I got 1 month ban because of that. No answer to my ticket.

You must not delete your wins from your Steam library, if you win a game here on SG, you are obliged to have it in your library, otherwise you risk a suspension.
Since you already served your penalty, Support cannot help you any further, they don't delete your wins on your SG record just because you decided to delete them from your library.
If you want your account back to good standing you either have to restore those 2 games or you have to contact the giveaway creator and ask them to delete the gibs with your permission. (which is understandably a dirty solutíon and detrimental to the gib-creator's statistics)
