Those are not keys if you bought it from Steam. Those are tradeable/giftable copies. And yes you can do what you want with it.
Bundles here mean something like HIB, Indie Gala. Those are not allowed unless 1) It's already over(If I am not wrong) 2) The link is given instead of the keys.

Well, there's possibility he bought Renegade Ops 4-pack keys or something, don't rememeber other four-packs (Payday on Amazon? Not sure if it was Steam redeemable).

As utterly confused as I am... I'm wondering if giving away unused keys from 4-pack bundles are allowed. There are a few games I originally bought to play with friends but they didn't want it in the end. So am I allowed to give the remaining keys I have or is this considered part of the not allowed thing with bundles(?).
