Best time to grab Steam deals is predominantly on Winter Sale.

Correction: Winter (and Summer) Steam sales typicaly offers the largest number (widest selection) of games being discounted

However, it doesn't mean their discounts are usually the best ones. As a matter of fact and purely from my limited personal expierience, it's the otherwise: the best time to grab Steam deals are during OTHER, more dedicated, sales during whole year.

Those were truly magical times getting up every 6h to check if there was something I wanted.

the Winter Sale often has more games on sale and deeper discounts overall
This is partly because publishers are trying to meet end-of-year sales targets and capitalize on the holiday shopping season

Yes, winter sale has more games on sale. But deeper discounts? - no, usually these are only "the usual" discounts. Like if, for example, one game reaches 50% discount level so it's the 50% discount on the winter sale. And sometimes even not that.
To get such game cheaper, you have to eagle eye it on more dedicated sale during the year.

Such price politics doesn't prevent publishes from meeting their sales targets at all, on the contrary: they'll get their sweet monies anyway as the hype for winter sale is more than enough.

your observation is correct. I bought once about 12 AAA titles during sale and I was comparing how would the overall price in the bracket change every sale for 2 years. Total amount paid about 450€.

From my observation it was clear Summer/Winter sale was the worst in the year, always the same games (that were getting older and should get cheaper with time!). The total cost reached about 50-70€ more. Often Japanese AAA titles (for example Attack on Titans never was even on sale during Winter/Summer sale).

The best noticable cost was during Halloween sale about 420€ in 1st year and 400€ 2nd year from the time I purchased.

What SecOps writes, has nothing to do with reality.

Both summer and winter sales offer the best discounts. The autumn sale and black friday deals are historically worse than their upcoming winter sale.

however, publishers like ea and ubi are very inconsistent with their discounts so sometimes random sales have bigger discounts than even the summer/winter sale

I think the only time I might buy something in the Autumn sale is if a game I want has a new historical low. It is unlikely to be cheaper in the Winter sale, and there is a risk it will be more, or not on sale at all.

First they raise prices by 50% in November. Then they "slash them" by 50% the last week of November.

Wow, really? I wouldn't have thought Black Friday was as ubiquitous outside of the U.S. -- especially since, as you say, the "sales" nowadays are minimal at best and suspect at worst. It's not like Amazon is doing widespread Boxing Day or Golden Week sales.

It's been catching up the past few years. I am pretty sure it's the Amazon effect. In France we were a little late as general "sales" are very regulated but since they're not really sales, as in nothing is sold at no profit that could create unfair competition, it's finally here too.
My gf's family is in Portugal and "Black Friday" sales are pretty much in every mall and bigger stores now.

I can confirm the rise of black friday sales in my small european country as well. It holds no meaning and is just copied over from the U.S. They don't offer great deals like in the U.S. either, it's mostly like 20/30% discounts, maybe one or two good deals here or there if you're lucky.

The only games I buy off Steam are the Ubisoft titles. They are way too cheap there. The primal max price drop on Steam was 80%, but on Ubisoft, it is 90% plus their 20% off code. The only way that I think of making steam a little bit cheaper without changing region, is to buy tf2 key off-steam and sell them on steam. You can get around 5% extra that way.

As time goes by Steam lets Scrooge McDuck look more and more like a philanthropist. In the past you could get a free game once in a while, three cards every day and even a discount in exchange for those useless points. Now they're down to one card daily on their major Winter and Summer sale. Not many chances for them left to get more stingy.
I'd say buy what you want right now as it isn't a given prices will be matched in Winter sale. The trading cards (one for every 10 bucks spent) aren't incentive enough for waiting at least for me.

Im a babe in the woods when it comes to Steam despite my long participation and being forced out of the physical purchasing world. I think I have at least one shrinkwrapped collectors edition MMORPG from 20 years ago in storage. Probably still in its Amazon? box. So old, I cant remember its name.

I'd rather play games and I see Steam cards as an unrequired side quest. I only participate when they give me a card for each badge crafted, rather than get the xx% off on some game thats already been xx% off in the past when I've checked a couple times.
