If you haven't win that doesn't mean that there must be new type of giveaway.
The chances are equal, i won my first giveaway as soon as i found out about steamgifts and what you want is make more chances for yourself as first intent.
That means that there will be people using multiple account because there will be giveaways for those who have 0 win.
