Hello, so I say i add this game to my library and this game has card drops then i farm this drops.. Done, got the drops, removed the game as in delete the game from my library and then.. keep the cards in the inventory.. and then i have another code for the same game, if i enter the code again in my account, will i get the card drops again .. or will it remember my previous game that i wont be able to farm repeated games with , Redeem - Delete - Redeem - Delete.. and so on..

My question is can i re-farm and re farm the single game by just Redeem - Delete - Redeem . OR i can just only farm the game ONCE for the entire account. ??

You can't. Steam remembers your playtime/idling time.

If he just uninstalls, yes. You can't activate the key on that account then anyway.
But if he contacts steam support and gets the game really removed from the library, it might work to activate it again. Not sure.

Would be easier just to use an alt account for farming then tho

You can get drops only once. Eg. if you used family share exploit waay back, you can't get drops after buying game.

If you got drops using key that got revoked, no new drops.

tl;dr you get drops only once
