Hola is a VPN right? Why would a VPN not work in this situation? I've never used one for steam so I don't understand why it wouldn't work.

well I don't know fist hand as I've never tried but I've never heard any one mentioning using VPN to buy from steam but yes to activate, I assume there is something to block buying, but I'm not sure.

It's not a deal as such... just a pricing error (which will probably soon get fixed). These things do crop on steam now and then, both for single regions and globally.
