I don't get it. LIMBO? Is it free or not?

So, about a year ago I tried to give away my steam gift of Limbo. And I got a lot of hate/blacklists for that. Giveaway has been canceled by mods. Limbo was added to the "free games" list.
But wait for it...

At the time, giveaways for free games were not allowed. Now they are.

They do not give any CV, just a +1 to the sent games. This way, technically, someone can give away an infinite amount of keys and remain at 0 CV nonetheless.
