I am asking because I am planning to do a test using the "gift" feature on this site and I don't want to be suspended for something I didn't know.
The 3-day limit I am thinking about is the required days to be friends with someone.

I've recently received gift cards from two different people and was restricted from using the community market for 3 days afterwards each time. However, I also recently gifted a game from Steam directly to somebody on this site, whom I had to add in order to gift them the game. I was able to do that instantly and no restrictions whatsoever occured afterwards or during the gifting process.

One thing to keep in mind are the restrictions Valve placed on gifting from one region to another. If you are from Russia, for example, you are not allowed to gift something to the U.S. due to the differences in pricing. (Valve doesn't want your friend to receive a Steam game at a cheaper price.) These are commonly referred to as "regional restrictions," and you can check around for more information regarding those.

Yeah, I have heard about those restrictions: thankfully, I am in a EU country, so most games here are more expensive than in other regions, meaning I could gift any game to anywhere (few exceptions) as long it's not 10 percent more in that currency.
So basically I could gift this game anywhere from the EU (https://steamdb.info/app/434570/), but this game (https://steamdb.info/app/22320/), which is more expensive in Israel, means I won't be able to send it to an Israeli.

The difference in price isn't more than 10%, so you would be able to gift a game to someone in Israel. There is some confusion regarding the price difference in percentage, some say it's 15% some say its 10%, but to be in a safe side I've always gone with 10%.

Hmm, this is kind of confusing, but I guess I won't region restrict it, if I ever give a similar price difference game away. So 10 and any percentile up to 0.9 is acceptable, but 11 is not, if I got that right.

I go with the 10% rule. Tho I believe I was able to gift a 12% once.
My "testing" involves adding SG winners as Friends on Steam. I then use the Steam nickname label to identify what country they are in.
I can then go to the store and gift the game without ticking the accept box for actual purchase. Do dry runs on the more expensive countries.
It will deny me and wont let me agree to purchase if I cant gift to that region.
I need to pick up Israel and Swiss Steam friends as those are usually the most expensive.
