Yeah, for examples you buy a character boost in a game (have someone to level you up / help you level up without logging on the account), that would get the booster in trouble.

You can get banned from the game, because sharing your account is against the Terms of Service for most of them ?
There's also the fact that whoever you hand your account to can use it to then make real-money purchases with stolen credit cards etc. In which case, willingly handing over your account details probably made you complicit in fraud, and thus a criminal who can potentially be prosecuted. (Very similar to being a money mule, except your own reward is even more limited/)
Those two points apply world-wide by the way.
Add to that that in South Korea, e-sports really is that much of a Serious Business that it can directly affect the country's economy. So the government decided it needed some form of regulation at least...

Because it is risky. In Korea, you register with your actual real-live ID on an MMO or similar services. If you get banned, that is it, you cannot just create a new smurf account and continue from there. So anything that goes against the game terms risks them from losing that game permanently.

It should be normal worldwide. Much fewer idiots would run around in games and they wouldn't behave like a bunch of spoiled 3-year-olds if they had to back their play with their real name and have one account for one game to norture. Oh, no, I feel that! And if their game accounts are linked to one account is sure explains this ban better. Course, you'd need to be able to trust your anti-cheat systems to be reliable first for that to work. Not like, ah, GTA V false positives everywhere, oh, imagine the horror X')

To be banned for such a thing, okay, but to be imprisoned for 2 years and/or fined with +10k is outrageous, boosting isn't even against the rules of any game, sure it can cause imbalance in the ranking ladder I guess, but even hackers who are actually breaking the game to gain an advantage receive less harsh punishment than that..

That reminds me of some awesome korean LoL players who chose to stay as boosters and made more money than going pro.
Interesting indeed, feels like this law would only make some companies very happy. Who is a booster harming directly other than the gaming companies?
Even though I'm completely against boosting in games, imprisonment is too much for such an act imo.
