They have a week to activate and mark the game as received.
If they don't -- once the week is up, you can try contacting them to remind them, and after that send in a ticket to support (with a screenshot blurring out the link/key) to prove you sent it, and they will mark it received for you.

If there is clear evidence the key or gift was received/used, Support can force a Received feedback. If it has not been used, Support can force a re-roll. Regardless, Support can also punish any misbehavior.

1st of all, contact the winner and make sure he knows how to redeem a steam key.
By the way you wrote it I can't help but presume that the winner tried to put the game link on steam to activated it, when in fact he needs to get the steam key by opening the link and copying the key from the site you bought it from.
Then, if the key really doesn't work you should contact the site support to tell them that and ask them to give you a new one.

remember that to claim a link you need a web browser, so you can do it from a public pc or a mobile phone, while to redeem the key you need the steam client. those are different situations for some people (me for instance).
