As far as I know, they get banned and everybody gets their points back. I guess, it takes some time, to find out who creates them.

why is that your problem ? you told it and someone will take care of it or not. thats it. if you don't like the decision, leave.

It's handled in private

All their belongings are seized, including Steam accounts. Their games are distributed among random Steam users. Then, they are extradited to a top secret SG base where they are chained to poles and frequently flogged. I don't know what happens after that, my ... ehm, friend lost consciousness, but they say their butt hurt for a week.

Im asking because ive won hitman collection edition and when i added the guys he told me that he dont have the game because i thought that steamgifts is providing the games...

If it's multiple offense, I think they get suspended for a while. First time I don't think anything is done against them.
