How to say if its bought in russia or not?

Hi is there any way to know if a game for example Football Manager 2013 has been bought in russia or not? ( consider i want the normal version which is not russian and the one who bought it has it in his inventory )

Is the game region locked? If it's not I think there's no actual difference.

Anyways if the trader is Russian, the game would probably have been bught there and look out for things saying This game can only be played on CIS countries or something like that

If it is region locked or has some regional restriction it will usually have (RU) in the gift title
