Sounds like an issue of pretty high lag/latency, where your own screen shows what you see, but has a hard time catching up to show what happens in the game of the other players. This is similar to when you seemingly get shot after you duck behind cover on an online shooter: on the server side, you were hit, but it took time for your game to catch up to the actual events.

If you're talking about the rally stages (I don't remember how they are exactly called in Dirt 3 online, it's been a while since I played it), they are time trials, which means that the players start the stage at certain intervals between each other and their clocks start at zero when they're off the start line. That means that if you start the stage before other players, those that finish later than you may set a faster time.
edit: I noticed you also mentioned rallycross. If the same happens there, then it's a lag issue, as talgaby says.

Okay. Latency or lag would explain the problem in some cases, but if we're talking about a several seconds difference, then it doesn't sound right. I'm trying to remember if the game had any penalty system involved that would add extra seconds in your time? But if it did, I'd imagine that it would show the penalty time separately.

I often see myself using same phrases or words from what I've just read, it just happens subconsciously. After I read back my own reply I think "Well, I basically said the same thing that the other person wrote above". It's a bit annoying, I'm not a goddamn parrot. :D

Bandwidth doesn't have to do much with latency. It is how far your data has to travel, how many nodes/routers it has to go through before it reaches the server and/or the other players; and, in case of dedicated servers, their processing capacity. You could have Google Fiber and have high latency issues in games.

Wireless has a higher latency, yes. Normally it is not that apparent since people use it for things that are not really sensitive to latency, like downloading media. Skype and similar communication are fast and have low latency because they use protocols where data may be a little corrupt, but internet gaming cannot afford errors in packets.
