Look in your account details under licenses. It should be listed if it's on your account. You can't claim on Steam if you don't own the base game there though.
You can claim it at the link in the OP for whatever platform that you do have it on.

Fallen Ghosts DLC for GR Wildlands is free on steam from its steam store page (easy to find) and for Ubisoft Connect version claim it from here https://register.ubisoft.com/grw_dlc_giveaway/en-US
For GR Breakpoint if you own it and have it installed you can claim Deep State DLC in the in-game "premium" store (Expansions tab) .. it will be priced at "0 Ghost Coins" instead of the usual "1900 Ghost Coins"

It's funny that the "giveaway" pages allow you to log in with other accounts, but not the main site. I don't actually remember my account info, but was able to claim them from the giveaway pages by logging in with my linked account.

Here are the Ubisoft Connect instructions for the Tom Clancy's Ghost Recon Breakpoint Deep State DLC
1) Launch Tom Clancy’s Ghost Recon Breakpoint on your preferred platform (PC, Xbox, PlayStation, or Stadia).
2) Go to the Expansion tab in the in-game store.
3) The Deep State Adventure will be available for 0 Ghost Coins.
4) Click on the Adventure to own it.
5) You’ll need to restart the game to get the mission unlocked. An in-game pop-up will appear.

The current giveaway Ubisoft is doing to celebrate the 20 anniversary of the Ghost Recon Series:
Ghost Recon Wildlands itself isn't free, however what you did see on Ubi store (or in the Free Games tab in Ubisoft Connect client) is a free trial which is limited to 6 hours of game play.

Look:
for breakpoint you have to both own the game and have it installed; as the only way to redeem the dlc is from inside the in-game premium store .. so even if you install breakpoint trial that store will be locked for non owners of the game.
But for Wildlands you don't need to own it and you don't need it installed to redeem the dlc, simply go to https://register.ubisoft.com/grw_dlc_giveaway/en-US and redeem the dlc there and when you buy the game even after years from now you can enjoy the dlc then

Thank you for clarifying again (I am not native and sometimes don't understand everything correctly). Just one thing:
I don't own Wildlands. If It try to redeem using the browser + ubi store, everything goes correctly.
If I do It throught Ubisoft Connect, it asks me for the base game's CD KEY. It may have been because I have had some internet connection issues and I tried to redeem it more than once. I got the Trial version for my library as well, and while in other games that I own the DLC appear listed as "Owned" at the bottom of the page (when I am on the game's Download/Play menu) in this case, nothing appears there.
Anyway, I think I did it correctly twice, buying It for 0€ throught the browser. Thank you for your time.
