you can buy those in other stores aswell. Functions same way as a key for a game. So not being in his inventory is hardly proof of anything. That having said, this is not steamtrades and it isn't allowed to trade here

You might want to remove this thread. First and foremost, it goes against Steamgifts policy, but secondly, it is also against Riot Games's policy to trade accounts for any form of currency. Not to mention, adding a Public Beta Env. adds a whole different issue.

And then I can just report you to my friends at Riot support, so they can detect your IP and the moment you log in an account at PBE, to get perma banned for account sharing... Read the rules in both SG and LoL. Account sharing is strictly forbidden, plus the same on SG. ^^
