It was also supposed to be $12.99 instead of $19.99. I was considering it when it had Hotline Miami and Pid, but no chance anymore.

I would assume it was supposed to be $19.99 with PID and Hotline Miami, but was reduced to $12.99. Everything I see refers to the 13 games (without PID and Hotline Miami) for $12.99.

Removing games and raising the prices doesn't really make sense.

Nope, they removed games and raised the price. The organizers have updated their announcement post, but I was there for the original post and it did indeed say it was $12.99. They changed the game list literally the hour after the press release.
The only reason I was going to buy was that it included Hotline Miami and Pid for $12.99. At $19.99 I never would have even considered it.

I haven't heard of most of them, so no idea how much it's worth. Certainly not $20. Based purely on the games I recognize, assuming they give Steam keys, I'd give them $1.

This is awesome. :) Seriously, a lot of these games are really really cool games made by passionate devs. I'd say buy it, even if just to show support for indie games.
