Tried everything in the book. Uninstalling, clean install, removing the directory in steamapps with revo uninstaller pro, but the game still remains as owned even if it's not in the library or shown as owned in Revadike's Steam Web Integration (red X). Is there a way to remove the license and installing it again?

You actually can't. It's not in the licenses and the support page looks like in the screenshot below. The same issue is with Dota 2. Both also won't show up in your library in the Steam client unless they're actually installed.

I am assuming it's because both are a part of this sub, which is auto-activated on everyone's account:

Edit: oh yeah, and clicking "It's not in my library" leads to this text:

Team Fortress 2 is a Free to Play product on Steam and may not appear in your library unless it is currently installed. Select View in my Library to see if this product is currently installed or Install to install Team Fortress 2 now.
