He means this is steamGIFTS and he's suggesting you go to steamtrades. (If you didn't catch onto that, the "GIFTS" was stressed, not the "STEAM" part of it.)

You can try... I've seen people posting these offers (and other non-steam offers).

As far as I know it is not allowed to trade on this site.
