Google Chrome won't change it's display language.

I'm trying to change Chrome's display language yet each time I do so, it resets to English and doesn't change to the language I picked.
I haven't found any solution by searching it so I thought it would be better asking here.
I have tried cleaning all cookies and it still haven't worked.
