The reason this sentence doesn't make any sense is because it only uses elements of language that only work when combined with things of real meaning.

Since none of those are really meaningful by themselves (I really forgot the word that describes that kind of word), the brain cannot really comprehend anything because it tried to read those words alongside with something else to give them meaning, however,since those words aren't there, it creates confusion. For example, your brain understands "Has" and even "has anyone", as those are commong words to start questions, it even keeps going, "really been far as decided" is still logical, but then we're presented with the verbs "use" and "go" which require subjects (you can use something on something else, but you can't use "even", same for "go", your brain kind of asks itself "go where?" and since there's no answer it just confuses you).

It's a very interesting sentence from a linguistic standpoint, I could go on about it for hours possibly.
