I just noticed that I had 1 Not Received GA from like three years ago.

The user left a thank-you comment after I sent the key and after they viewed it, but they marked it as Not Received and never contacted me or left a comment about the key not working. Just the thank-you.

I just checked their games on Steam and it appears that they don't own the game.

It was a Whitelist GA as well.

Is there anything I can do?

The game for my GA shows up as an unactivated win on that sgtools link.

What does this mean if he marked it as not received?

Maybe you can comment on one of the winner GAs to ask him about the situation? Maybe they remember key not working or maybe some region restrictions or something?
