I myself prefer the bigger screen size, and I wouldn't want to carry around a giant phone.
My tablet is a Windows one though, so my opinion doesn't count :P
I love the full-size websites instead of the mobile versions, every time I use my phone for that I feel...simple...

I've found that with tablets, you either get it or you don't. If you see it as just a big phone, it'll never make sense, while if you do like the tablet experience, it's hard to describe. When I look at a phone (even my Nexus 6 at 6"), I'm just looking at a phone. When I look at a tablet, I'm looking at the app or the web page - it's a little like the 'presence' they talk about when describing VR. It's just more immersive.
I think a factor is that, since I use a tablet much of the time I'm not gaming or working, while the phone's just an on-the-go device, I tend to go for the larger, more expensive models, so performance is excellent, the screens are incredible, and the overall user experience better than on a phone or desktop. But if you're not into it, it's either going to feel like an oversized phone or it's going to be torture if you run into the limits of a tablet compared to a notebook or desktop (trying to work with files, for example).

The appeal is not having to pay crazy monthly fees to get basic usage :P
Tablets are more of a portable media thing, whereas smartphones are more about calls. You can watch movies and read books on your phone, but you can also make calls on a tablet. It's down to a mesh of pricing, screen size, power and features really. I never take my tablet out of my home unless it's while going to visit somewhere or being a passenger on a slightly longer travel.

I don't see the appeal in 7" tablets because they're indeed too close in size to phones, or 10"+ tablets which I think are too heavy and big to handhold for an extended period of time. 8" tablet on the other hand provide a sweet spot that I find useful and enjoyable to use for things like reading ebooks, browsing the web and, in some cases, even watching movies.

Samsung's got an interesting line-up, but I'd say that if your looking for alternatives with the price range, size, and 4G connectivity in that range, Samsung's best offering seems to be the 7" Tab A 4G. My main concern would probably be the age - it was a 2016 release and it will be running Android 5.1 Lollipop, and while you could mess with it, with Android tablets, it seems so much simpler to go with the version it came with and any official upgrades, as you are looking for a casual experience.
If you're willing to sacrifice the 4G option (such as if you can connect through your phone or plan on using it in places where there will be WiFi), a newer, larger, faster model running Android 7.1 will be in your price range - the 2017 8" Tab A WiFi. They do have an LTE version, but I think their price on it is a significant jump over the Tab 7 with 4G.
The Tab E might be tempting, but that's more entry-level and I'd be concerned about sacrificing too much. If you can try it hands-on and want the larger 9.6" size, that might be worth trying, but I think the A line will give you a better user experience, particularly if you play action games or are loading dynamic web pages.

I have a Lenovo Yoga Tab 3 8" and like it very much. It's great for browsing the web and reading ebooks, and occasionally for watching movies. I find the size and weight for my needs, anything larger and I might as well use my laptop. It also has a very convenient and versatile built in stand and battery life is great. I don't game on it though, nor on anything that's not a PC, so can't say much there.

I have a Kindle Fire HDX 8.9" and I love it, but I can't really recommend any Amazon tablets unless you are really immersed in Amazon. I am definitely an "Amazon guy" so it makes sense for me.
Not sure if your budget will allow but if so, maybe check out some larger screen sizes. I was surprised at how much bigger the 8.9" version seemed than the 7" version.

Got it for 40€ and for that price it's okay. Watch some twitch, browse the web...
But it's not the fastest one so playing might be not an option...

I may buy a tablet before this year ends, and not sure what to get.
Been looking at the Samsung 7" Galaxy Tab A 4G and so far, it has more positive reviews.
I do want to get a Samsung if possible, and no so expensive.
Plan to use it for web surfing when I'm not at my PC, and just playing some tablet games.
