You'll have to wait for 1 week then give him the (probably) well-earned negative feedback. But that in itself won't do any good - for 1 negative he won't even be suspended...

Don't call people out.
This guy gave away a game (regardless of it being fake or not). Don't guess. Wait for the 7 days, or chat him up in private. Definitely don't call him out on the forums. He is within 7 days of those "5 Days Ago" giveaways, and the one you won. It's pretty rude to be questioning someone giving you a gift. You'll get it when he is good and ready.
