Not possible to win when not delivered?

So I had this thing going on that I gave away some bundle games and one of the winners had some issues with accounts that took a while. During that time I participated in numerous Takedown: Red Sabre giveaways (because lel) and I didn't win at all. Yesterday when I delivered the game finally, I suddenly won the Takedown the same day and now got some other game won as well today. So is it true that you can't win when you haven't delivered your games?
