depends where they are from as their is a big crack down on people gifting from cheaper regions to more expensive ones - best just to use a site like fanatical - yes i do guess you have steam credit

yeh, I believe gifts are complicated unless you are in U.S. or EU - they are most expensive regions and can give a gift to anywhere I think.
otherwise you have to stick to the steam-region you´re in, but they´re still exceptions like Argentina, who can´t even gift to neighbouring countries afaik, because their store is much cheaper!
keys from stores like Fanatical is much easier ..

For all I know you should be fine then :)
maybe put in the description that it´ll be a gift & the winner has to add you on steam as a friend.
also keep in mind everybody has up to 7 days to claim their win, if you´re calculating with any sale-prices !?

Gifts in your inventory are no longer possible so all you can do is either buy directly on Steam as a gift but they have restrictions on price difference (not 100% sure how the rule is now) or buy a key on a site like Humble Bundle, Fanatical, IndieGala, etc.

Region free keys from another site are best. Inventory gifts are mostly phased out, so you add and buy after. With steam gifts check each game on steamdb.info as veebles said above. And set region restrictions on the giveaway to exclude places that are 10% more expensive. There is no region that is always the most expensive. It depends on each individual game. A lot of the time cheap games can't be gifted to me in Australia, but expensive ones from the same region can.

This is good to know. I was about to post asking a similar question. See there is a game (not expensive) that I absolutely love. So I was looking all over for a site that sold the key. No one sells the game but steam. So, my only option would be to buy it as a gift for the winner, but was not sure how that works. I will have to give it some thought before I do it though.

Oh the games are Montaro and Montaro RE.

Rule of thumb is Steam will not allow you to gift to a region that is more than 12% than your currency.
I've gotten away with less than 15%, but dont know if it was unique.

I also have added several Steam Friends from here that I add their country as a nickname.
That way I can do a dry run on gifting. Steam will stop you from gifting before allowing you to checking the final I agree box.
If I can do EU's and whatever countries are more than expensive, then I create the SG GA.
